Save the Mekong Coalition

On 6 December 2011, prior to the 18th Mekong River Commission's Meeting of the 18th Council, the Save the Mekong coalition sent a letter to the MRC Council urging them to pass a resolution calling for the cancellation of the Xayaburi Dam.  [Read the letter] [Read the press release]

On 3 May 2011, prior to the 18th ASEAN Summit in Jakarta, Indonesia, the Save the Mekong coalition put out a statement calling for ASEAN leaders to act immediately to cancel the Xayaburi Dam.  [Read the statement in English] [Read the statement in Thai] [Read the press release]

On 18 March 2011, twenty one international organizations and academics wrote to the Australia's Minister of Foreign Affairs expressing their concern with the Xayaburi Dam and the grievous failure of its PNPCA process.  As the process has been funded by the Australian Government, the signatories called on Australia and other donors to use its leverage to call for an improved process and a delay in decision-making. Read the letter sent to the MRC's Council on 25 January 2011.  The letter requests that the Governments of Laos, Thailand, Cambodia and Vietnam halt the current PNPCA process on the Xayaburi Dam, endorse the findings of the MRC's SEA report, and commit to evaluating all options for meeting regional energy and water needs through a credible and objective public process.

On 23 March 2011, NGO Forum on Cambodia, along with other Cambodian organizations, sent a letter to the Cambodian National Mekong Committee asking them to halt the Xayaburi Dam's decision-making process for a period of ten years due to the transboundary impacts the dam poses to Cambodia. Read the Australian civil society letter sent to Australia's Foreign Minister Kevin Rudd on 20th January 2011.  As a donor to the Mekong River Commission, Australian organizations asked the Government of Australia to help ensure that the Xayaburi prior consultation process (PNPCA) is rigorous, open and transparent for the people of the Mekong.

On 11 November 2010, KEPA and other Finnish NGOs wrote to the Finnish Minister of Foreign Trade and Development Cooperation seeking endorsement of the MRC's Strategic Environment Assessment.  They wrote "The Strategic Environmental Assessment recommends that the MRC countries defer the decisions on the mainstream dams for at least ten more years, in order to do more comprehensive assessments and find alternative energy solutions.  We find this recommendation very important and encourage Finland to actively promote the fulfillment of the recommendation."
